- The applicant must be a permanent resident of India.
- The applicant must be a resident of Bihar or Uttar Pradesh.

- If this scheme is running in your state then you can apply for it.
- There must be a child in your house.
- You belong to a family below the poverty line.
- Your child must be below 18 years of age.
